Topic: Combatting Tax Fraud – current trends in filing season scams and IRS-CI’s role in reducing fraud

Speakers: Rich Gourley & Russell Lovell, IRS Criminal Investigations

Rich Gourley is a Special Agent with the IRS Criminal Investigation Division where he is responsible for investigating violations of the internal revenue code as well as money-laundering related violations.  He has been involved with the IRS-led Columbus SAR Review Team since 2008 and has been the coordinator for the Southern District of Ohio’s SAR Review program since 2013 where his duties include overseeing sub-coordinators in Columbus, Dayton and Cincinnati, reviewing monthly SAR downloads within the Columbus area of responsibility, disseminating leads for further development, ensuring compliance with BSA and IRS requirements, and coordinating with other Federal, State and Local law enforcement both in Ohio and nationally.  Rich was born and raised in Canton, OH and is a graduate of Boston University where he received his BSBA with a concentration in Accounting.

Russell Lovell is the Supervisory Special Agent, IRS Criminal Investigation, in Columbus Ohio.  Russell is responsible for planning, directing, and evaluating activities of criminal investigation employees in the Central and South Eastern Ohio.  He has been a special agent with Internal Revenue Service since 2005. Russell graduated from Utah State University with Bachelor’s degree in Accounting and Economics and received a Master’s of Business Administration. He is also licensed CPA.
